Section 3.15. Amendment Process
Amendments to this Constitution may be proposed by Congress, with three-quarters approval of both Houses of Congress, or by the application of the Legislatures of two-thirds of the Territories.
​
Amendments to this Constitution may be made and ratified with two-thirds majority approval in each of two-thirds of the Territory Legislatures.
